Distraction Free Education is focused on reducing smart device distractions in schools and encouraging more meaningful connections among students, staff, and families. This effort is grounded in research, stakeholder feedback, and a shared commitment to student well-being and academic success. In accordance with Georgia’s Distraction-Free Education legislation (HB 340), proposed revisions to the BCSS 2026-2027 Student Code of Conduct include updates to the electronic device sections. Specifically, K-8 students must have all personal electronic devices turned off and stored out of sight unless otherwise approved.

FREQUENTLY ASKED QUESTIONS

  • The goal is to create learning environments free from the distraction of cell phones and personal electronic devices. This helps students focus on academics and build positive, in-person relationships to support their well-being.

  • This applies to all Barrow County School System students in grades K-12, with different guidelines for elementary/middle and high schools.

    • All cell phones and personal electronic devices must be turned off and stored away during the school day.
    • Students may use devices before and after the school day, including on buses and at bus stops.
    • Devices must be turned off and stored away during the bell-to-bell school day, except during assigned lunch periods, when students are allowed to access their devices.
    • Students may also use devices before and after school hours, including at bus stops and on school buses.
  • Yes. Students with an EIP, Section 504 plan, or a medical plan that specifically allows for the use of personal electronic devices will be permitted to use them as outlined in their plan.

  • Students who do not follow the procedure or staff directives may face disciplinary actions as outlines in the district’s Code of Conduct.

  • No. Taking photos or videos of classmates, staff, or others without approval from a staff member of administrator is not permitted on school property, including buses or during school activities. 

  • Yes. Parents, guardians, and students will be informed about the procedure and how it will be implemented at their school.

  • Barrow County Schools and individual schools are not responsible for the theft, loss, or damage of personal electronic devices.

  • Families can help by: 

    • Talking with their student about the importance of staying focused at school
    • Encouraging responsible device use inside and outside of school hours
    • Modeling healthy digital habits at home
