2027-2028 School Transfer Requests Open Nov. 1 - Nov. 20
Posted Date: 10/29/26 (04:21 PM)

Georgia State Law, often referred to as HB 251, gives parents of public school students the option to request a transfer for their child to another school within their district where space is available and parents provide transportation. The law allows us to determine available space within our permanent buildings and classrooms, but does not require us to create additional classrooms beyond our budgetary limitations.
For the 2027-28 school year, Barrow County School System has limited space at all schools for students who will be in grades 1-12.- Transfer request forms are online and will be open from Nov. 1 through Nov. 20.
- The deadline for all requests for the 2027-28 school year is 11:59 p.m. on Friday, Nov. 20, 2026.
- The parent/guardian who enrolled the student must be the one who completes the form.

Additional School Transfer Request Details
Under a 2009 state law, (O.C.G.A. 20-2-2131) often referred to as HB251, parents who live in Barrow County may request a transfer for their student to another public school within Barrow County, provided space is available. Current proof of residency must be provided upon request.
CONDITIONS:
- If you choose to transfer your student, the law requires the parent/guardian to assume all costs and responsibilities related to the transportation of the student to and from the school as long as the student attends that school.
- Placement applies for the entire year. Requests for change during the school year will not be considered.
- The law allows a student who transfers to continue to attend that school until the student completes all grades of the receiving school. Students do NOT need to be re-enrolled every year UNLESS a change is being made.
- A transferring student who completes all grades available at the receiving school DOES NOT automatically receive enrollment preference to any feeder school. When a student moves from elementary to middle school or middle to high school, a new form MUST be submitted.
- In the event a particular school has available space and the number of transfer requests exceeds available capacity, a random lottery will be implemented.
- Approval of a student for the current year does not guarantee approval of another student in the same family in subsequent years.
- Any student transferring under this law shall be subject to the eligibility requirements of the Georgia High School Association.
- The Principal of the receiving school may request the Superintendent to revoke the Transfer Request of any student for excessive disciplinary or attendance actions.
